Great Britain was the first country to implement a modern postal system with the establishment of the Royal Mail service in 1660, when Parliament passed the Post Office Act. Postage stamps were introduced in the United Kingdom in 1840 to check on the speed and reliability (service quality) of mail delivery. This postal system has been adopted by most countries in the world and exists today in essentially its original form � affixing postage stamps and postmarks.

Even with the new modes of communications such as Internet email, cell phones, satellite phones, and facsimile or fax machines, many people still prefer to send the traditional post office letter or postal mails. This is shown by the gross revenues of all the postal systems in the European Union, which is estimated to handle 135 billion items a year, or a staggering 88 billion euros � one percent of Community Gross Domestic Product.� An estimated two-thirds of this total revenue comes from ordinary mail services. The remaining one-third consists of parcel and express-mail delivery services which had been already deregulated.
